Geneva Workshop Report: Accountability, Constitutional Governance, and Democratic Pathways for Afghanistan

This report presents the outcomes of the joint workshop organized by the Center for Dialogue and Progress – Geneva (CDP-G) and the Afghanistan Civil and Democratic Forces Network (ACDFN), held in Geneva on 11–12 May 2026. The workshop brought together members of ACDFN, Afghan political and civil society leaders, human rights defenders, legal experts, academics, diplomats, representatives of international organizations, and United Nations officials to discuss the challenges facing Afghanistan and explore practical pathways toward a peaceful, democratic, and constitutional future.

The discussions focused on accountability, truth-seeking, transitional justice, constitutional governance, human rights, the protection of women and girls, the rule of law, and the importance of inclusive political participation. Participants also emphasized strengthening cooperation between Afghan civil society and international partners, preserving civic space, supporting victims’ rights, and promoting sustainable peace based on justice, dignity, and democratic values.

The report further outlines the strategic priorities adopted by ACDFN during its coordination meeting, including strengthening organizational capacity, improving advocacy, expanding international engagement, enhancing media and public outreach, supporting women’s meaningful participation, and reinforcing constitutional governance and democratic institutions. It also includes the recommendations and action plans developed by the Network’s specialized committees to guide future activities and cooperation.
