Joint Statement and Recommendations by the Afghanistan Civil and Democratic Forces Network (ACDFN)
As Afghanistan approaches the fifth year of the Taliban’s military takeover, the country faces a deepening political, social, and humanitarian crisis described as a “suspended collapse.” Despite unprecedented humanitarian assistance and repeated international calls for dialogue and reform, the Taliban authorities have failed to take meaningful steps toward inclusive governance, respect for human rights, and compliance with Afghanistan’s international obligations.
This joint statement by the Afghanistan Civil and Democratic Forces Network (ACDFN) presents a principled roadmap for restoring constitutional governance, protecting human rights, supporting accountability through the Independent Investigative Mechanism for Afghanistan (IIMA), addressing regional security risks, and sustaining Afghan civil society. The statement calls on the United Nations, the European Union, regional organizations, and the broader international community to take coordinated action to support a peaceful, inclusive, and democratic future for Afghanistan.
